Q:
I live in Pakistan and I want to get Microsoft Certification (MCTS) ? What are its requirements:
1) Qualification Required,
2) How much Fee is required &
3) What is its duration ?

Note that there are several certifications that will provide you with the MCTS (and also MCP) designation. Everything from .NET to Vista to Server 2008. See http://www.microsoft.com/learning/mcp/mcts/default.mspx
There are usually no set-prequalifications. Study materials range from books (most of us would probably recommend the Microsoft Press books) to training videos (Trainsignal and CBT Nuggets are the main providers), to classroom training. If you self study (using books/videos), the amount of time depends upon your study habits.
